LEGISLATION UPDATE

 

NHHF/NHMA “President’s STEM Initiative and Expanding to Health Professions Careers and Diversity Summit” supported by Josiah Macy, Jr Foundation – On Nov. 25th in Washington, DC,White House, Department of Education, National Science Foundation, NIH, HRSA, Congressional Hispanic Caucus and Congressional Hispanic Conference Leadership speakers discussed priorities to increase health care professions pipeline expansion for underrepresented students to be successful STEM students along the education continuum. A report on recommendations will be available in February. Next steps: HRSA wants to meet with NHMA to follow-up on the effort with its diversity programs. NHMA to present report to the White House to advance the recommendations.

 

CuidadoDeSalud.gov is now LIVE and working for our Spanish Speaking Americans interested in understanding health care insurance options and signing up for 2014 coverage in those states that do not have their own Marketplace.  Note that Dec. 23rd is the deadline to sign-up for health insurance that will provide you coverage for January 1st.

 

CuidadoDeSalud.gov, the Spanish online enrollment tool, is the counterpart to Healthcare.gov.  Since Oct 1st, the diverse Latino community has had access to multiple resources to help with enrollment including applying by phone with trained call center staff offering bilingual help or in person with trained assisters in local communities. By end of November, the HHS call center has taken more than 139,000 Spanish language calls.

Bipartisan Budget Deal Passes the Congress and is on its way to the Senate.

 

The agreement, brokered by House Budget Committee Chairman Paul Ryan (R-Wisc.) and Senate Budget Committee Chairman Patty Murray (D-Wash.), adds about $63 billion in discretionary federal spending over 2 years and makes targeted cuts and fee hikes to bring about overall deficit reduction of about $23 billion.

 

The Congressional Budget Office estimated that the doctor SGR temporary fix for three months would cost $3.3 billion in 2014 and a total of $7.3 billion through 2023. The fix would be paid for by cutting Medicaid payments for hospital-based charity care and to long-term care hospitals. It also would extend the 2% sequestration cuts for Medicare providers by 2 years, from 2021 to 2023.

 

Covered California Outreach has creative ways to reach more young people:

 

December 23rd is the last day to enroll in Covered California™ for coverage taking effect on January 1, 2014.  "Give the Gift of Health": Covered California is sponsoring this campaign to empower family members, particularly mothers and grandmothers, in urgingyoung adults toenroll in affordable and quality health coverage through the agency's health insurance marketplace. The campaign includes:

  • An e-card that can be sent to friends and family with a personal message and more information about their options for insurance through Covered California, including low-cost or no-cost Medi-Cal.
  • A pledge certificate that can be presented to loved ones during the holidays as a symbol of your willingness to help them get insured.

NEW NHMA California Leadership Fellowship, supported by the California Wellness Foundation – executive leadership program for 10 Physicians in mid-career (5 years post training) from California.  We are seeking those interested in gaining knowledge and skills to become State and Regional leaders in health care that impacts the Latino population. Application will be up on website at www.nhmamd.org. Deadline is January 31, 2014.

 

Sacramento Institute will be four days in May, 2014 where Fellows will learn about State Policy development and the role of stakeholders to reform health policy and programs and the introduction to Legislators and their healthcare priority legislation issues, State government committees and appointments.  The Fellows will also have a Washington, DC Institute for a day prior to the 3 day NHMA Conference at the end of March, 2015. Doctors who participate must attend both sessions.

FDA’s Office of Minority Health invites NHMA and other organizations to comment on language access materials for individuals with Limited English Proficiency (LEP). Yolanda Flores, MD, Medical Director, Optum Care, Henderson, Nevada will represent NHMA in the effort.

 

NHMA continues to build media presence about the ACA this month – Dr. Sam Arce on Univision and Telemundo, and the Mundo Fox Network covers the LA and NY NHHF Scholarship Galas, and Rios interviews with newspapers to counter the questions about ACA website failings – with the important messages about the need for insurance for health care in our communities to become a reality.

As many of you have heard, we are announcing additions to our partnership with Canopy, an NIH funded health tech company that develops tools to help healthcare providers to work better with patients who do not speak English. These include:

 

-a standardized online curriculum for providers to learn Medical Spanish (used by institutions like UCLA and Duke)

 

-the first Medical Spanish certification exam for bilingual physicians/ nurses/ physician extenders

 

-a new free iOS medical translator app in over a dozen languages (Spanish, Chinese, Korean, etc) to help you work quickly with patients who do not speak English.

Small Business Health Options Program (SHOP) Information

CMS is offering a webinar that explains the Small Business Health Options Program (SHOP) and the new enrollment process for 2014.
