Consensus Summit on Building Diversity in Medicine and Research Report

As a part of an ongoing commitment to promote health care equity and quality, the National Hispanic Medical Association (NHMA) convened a meeting of national experts to the Consensus Summit on Building Diversity in Medicine and Research, on January 29, 2015 at the National Institutes of Health (NIH) in Bethesda, Maryland.  National leaders for underrepresented populations in science and medicine discussed their best ideas and practices for improving representation; established recommendations, and formulated a direction and consensus statements, with the aim to build diversity in medicine and research in the U.S. not sure about the wording:  Link here to the Summit Final Report.

NHMA sent letters to applaud the Congress Democratic Committee on their hearing, “The Zika Public Health Crisis: the Urgent Need for the President’s Emergency Funding Request”, May 12 and to call attention to the critical need for funding for healthcare services and workforce development in Puerto Rico and other medically underserved areas in our nation and to Senate which will be voting in mid-May on their funding request, which is less than the President’s.  
According to the recent report from the House Natural Resources Democratic Committee “If uncontrolled, Zika is estimated to infect one out of every four of Puerto Rico’s residents within the year, erode one of the island’s strongest economic sectors, and drive the spread of the disease to the mainland.” NHMA recognizes the importance of the President’s request to develop a vaccine and diagnostic tests, as well as “rapid response teams” that could mobilize when a Zika case is reported in the United States. NHMA has also called for the Senate and House to support Zika funding.   
STEM Pre-Med Pathway Bill Progress
NHMA supports the interest in the Senate and Houe to expand the foundation bill HR2927 to include postgrad pathways in healthcare beyond medical school.  The HR2927 introduced by Congressman Heck (R-NV) and Congressman Ruiz (D-CA) has 18 bipartisan sponsors and calls for mentoring by health professionals from national associations and with accreditation to increase the med school applicant pool of Hispanics from Hispanic Serving Institutions who would be encouraged to advance to universities then to medical schools. 
HHS Health Reform Update
HHS is considering reducing reimbursement to physicians for drugs thru Medicare Part B – and for 2 months since it was announced several advocates, including NHMA, are calling this a move to reduce patient safety and will decrease compliance/raise healthcare costs. The call for change in reimbursement: doctors now get paid avg. sales price of a drug plus 4.3% - CMS says they should get paid 2.5% plus $16.80 has also received opposition from a majority of Congress. House v. Burwell is a lawsuit won this month by the Republican Congressmen will be appealed by the Administration but could take 2 years to get to Supreme Court – the lawsuit says the Administration cannot provide funds for subsidies through the insurance exchanges of the ACA (for most middle class) without Congressional appropriations.  It is expected that Congress will now have to get involved, insurance companies might increase rates and also have more complicated rate setting with the uncertainty of appropriations annually, higher tax credits could occur due to the rate increases.

Program Update

NHMA and HDA convened 750 health professionals, business and government health experts and students to learn about Hispanic health issues – medical education, research, mental health and opioids, Zika, immunizations, HIV, and medical practice challenges and solutions. ASTHO – Last month, NHMA participated in a pharmacy leaders meeting to learn how pharmacies are increasing immunizations for our communities. NHMA physicians to meet with NY State Health Department and NYC Health Department officials on how to increase immunization rates for Latino patients on June 2nd.


CDC Act Against AIDS Campaign ---NHMA has social media, website, portal messages several times a week to increase awareness in our networks about the importance of HIV Testing and Treatment for high risk persons. In addition at the NHMA Conference, we had CDC HIV Exhibit and held a special listening session for CDC to hear from our physicians on their recommendations to reach Latinos high risk for HIV/AIDS. CMS Transforming Clinical Practice Initiative – NHMA hosted a TCPI Exhibit at our Conference Exhibit Hall and has recruited our physicians to take advantage of the free counseling and technical assistance about how to improve practice protocols for value based care.
