HHS is preparing for the national enrollment for the State Market Places for the Federally-facilitated Exchanges with the newly launched www.HealthCare.gov or the Spanish version, www.CuidadodeSalud.gov.  NHMA urges you to check the website out and inform your patients and colleagues about the information for those interested in finding insurance options for individuals, families, small businesses by zip code and by age and health profiles. HHS Secretary Sebelius and her staff need to be commended on the effort to work with insurance companies, with States, with stakeholders to promote access to affordable health care for our communities.

As for the Safety Net and many of our communities who will be afraid of accessing government sites, we urge all to consider seeking care at your federal, state  health centers and private safety net medical practices and clinics.  

Patient Protection and Affordable Care Act; Exchange Functions: Standards for Navigators and Non-Navigator Assistance Personnel; Consumer Assistance Tools and Programs of an Exchange and Certified Application Counselors Centers for Medicare &Medicaid Services (CMS), Department of Health and Human Services Final Rule:

This final rule addresses various requirements applicable to Navigators and non-Navigator assistance personnel in Federally-facilitated Exchanges, including State Partnership Exchanges, and to non-Navigator assistance personnel in State Exchanges that are funded through federal Exchange Establishment grants. It finalizes the requirement that Exchanges must have a certified application counselor program. It creates conflict-of-interest, training and certification, and meaningful access standards; clarifies that any licensing, certification, or other standards prescribed by a state or Exchange must not prevent application of the provisions of title I of the Affordable Care Act; adds entities with relationships to issuers of stop loss insurance to the list of entities that are ineligible to become Navigators; and clarifies that the same ineligibility criteria that apply to Navigators apply to certain non-Navigator assistance personnel. The final rule also directs that each Exchange designate organizations which will then certify their staff members and volunteers to be application counselors that assist consumers and facilitate enrollment in qualified health plans and insurance affordability programs, and provides standards for that designation.


NHMA has launched the 2014 Covered Hispanics Campaign to build a national network of Hispanic physicians, nurses, dentists, and public health leaders who will be deployed to communicate with culturally competent messages to Hispanic communities across the nation through traditional and social media. The goal of this campaign is to encourage more Hispanics to enroll in affordable health coverage starting October 1, 2013.

NHMA has worked closely with the U.S. Department of Health and Human Services to learn about the latest updates in the roll out of the Affordable Care Act implementation. Through www.HealthCare.gov, patients can now view personalized information, print checklists, and watch videos to help them prepare to apply and enroll into qualified health insurance plans of State Health Marketplaces, Medicaid, CHIP, or Medicare on October 1, 2013 for coverage beginning January 1, 2014.

NHMA is working with its Media Partners – UNIVISION, ImpreMedia, National Association of Hispanic Publications, Telemundo, Noticias MundoFox, CNN en Espanol, Hispanic Link, Futuro Media, and Latina Style to provide a NHMA Resource List of Speakers and Writers from our medical society and health professional association networks. NHMA also serves on the advisory committee for Enroll America which has Get Covered America Campaign, which included Latino roundtables aimed at streamlining outreach and educational efforts for partner organizations. Enroll America will be hosting several social media forums in which NHMA will participate to educate consumers about the importance of enrolling in health care through HealthCare.gov

NHMA–HHS OMH-AAMC Medical School Recruitment Program planned at the Charles R. DOMINICAN MEDICAL ASSOCIATION OF NEW YORK - The Dominican Medical Association of New York, hosted dozens of health professionals, diplomats, consular officials, elected officials, journalists, businessmen, community leaders and area residents packed the halls of the Astoria World Manor County Queens on April 20th with a gala celebration of its 16th anniversary. Dr. Francisco Roa, Executive Director, acknowledged the support given to the organization since its founding by all present, and especially, the New York Presbyterian Hospital. State Senator Jose Peralta and State Assemblywoman Gabriela Rosaor presented proclamations recognizing the social and educational work of the organization on behalf of the Hispanic community to Dr. Welcome Fajardo, president, Dr. Robert Moran, vice president and Dr. Francisco Roa, executive director. Mr. Felix Antonio Martinez, consul general of the Dominican Republic in New York, highlighted the work of the Dominican Medical Association towards the integration of migrant Hispanic physicians in the US health system, providing quality care to their patients. Lastly, the Association recognized community leader and journalist Rafael Nieves González of the newspaper El Diario La Prensa and others for valuable contributions to the medical institution and the Hispanic community.  Congratulations!

CDC HIV/AIDS Primary Care information for physicians: The HIV Screening "Standard Care" program developed by the Centers for Disease Control and Prevention (CDC) gives primary care providers new tools to help ensure all patients are tested for HIV at least once in their life. Of the more than 1.1 million people in the United States estimated to be living with HIV, approximately 20% are unaware of their HIV status.

Patients diagnosed through routine HIV screening are able to benefit from medical treatment, which has been proven to reduce morbidity and mortality, and to avoid unintentionally transmitting HIV to others. HIV Screening. Health Insurance Marketplace Stakeholder Engagement Open Door Forum- CMS has regular stakeholder engagement on the new Health Insurance Marketplace. The next round of quarterly calls will begin the week of July 29, 2013 in each state with a Federally-facilitated (FFM) or State Partnership Marketplace (SPM). Individuals and organizations that will interact with and utilize the Marketplace are encouraged to join these calls. We will provide an update on the implementation of the Marketplace and listen to feedback as we continue to develop and refine the Marketplace. Upcoming State-by-State Calls.

American Heart Association Awards Multicultural Scholarships - Dec. 31, 2013

The American Heart Association and Macy's have awarded 16 scholarships of $2,500 each to increase culturally-sensitive, patient-centered care through The Go Red™ Multicultural Scholarship Initiative. The scholarship is in its third year, and champions greater inclusion of multicultural women in medical, nursing and allied health studies to meet the need that racial minorities have of health care providers who understand important aspects of various cultures. The scholarship is designed to drive diversity in medicine and directly address important gaps in treatment that can lead to heart health disparities.
